I confirmed with support that when attempting to use a popup as a banner (affixed to the top or bottom of the viewport) that with the current settings toggles, you can't have the banner be always visible while clicking and interacting on the page (without the use of custom CSS).

It would be ideal to have the option so that a Pop-up used as a banner would always be open, and it wouldn't close when you click off on another element on the page.

Current options are such that you can set it so that clicking on rest of page is disabled, or clicking outside of pop-up area is required before you can interact with page elements (and when you do that, the popup banner disappears).

Please add toggle option to allow popup banner to always stay open, and elements on the rest of the page to be interacted with normally.
