Hide Design Library Function

Client shouldn't see all of those ready-made design elements. Bcs: 1) He can play designer himself and damage the site. 2) He may reconsider the amount of payment to the site developer. Because it will look like an easy work. For instance, Kadence has such Hide&Show Design function (hidden from view checkbox).

I am very disappointed with this. I was counting on delivering my own custom blocks, similar to those in Samba design sets. However, the templates from these libraries will only confuse my clients.

Use white label CMS plugin to hide all what you don't want you client access to.
My clients have just access to posts, pages, custom posts and plugins if they don't want me to work on their site maintenance.
I never allow my client to have hand on BD or in all builder I install.
With ACF they can admin their website only by wordpress

If I use the Electrofix template and adjust it to my needs ... And when I need to use some parts from the "this site" library... I see the changed parts... it upsets me. How do I keep the "this site" library unchanged while I'm working on my site using this template?

For my workflow design elements are useless. I need to remove them all as soon as possible and keep only "This site" design set.

Yes, but I would keep the ability to use the "This site" design set. It allows me to create a page with reusable elements for clients. They just go to the library, choose that page with ready designs, and use it whenever needed.
I just really wisht to be able to disable those ready-made design templates.
