Allow/disallow global blocks in gutenberg

All global blocks can be added by users in gutenberg editor. It would be nice to control which ones can or cannot be accessed by users.

Jos Moons: Yes, for simple pages. Otherwise, if we need to leave BD at some point, we do not lose all our content :-)

Jos Moons yes for larger sites with amateur users. Client access isn't great yet.
