Allow a <ul> tag to be selected for the Post Loop Builder and an <li> for the Global Block that populates it

The Post Loop Builder is great to create lists of all sorts of things, not just grids of <articles>. It would be great to use the correct semantic tags for this. For the child <li>s to be selected on the Global Block, it would also require removal of the wrapping <div> that automatically gets added to Global Blocks.
