Goal: Use popup as dismissible banner. There is a close button "X" and it can be closed with that button only. If the popup banner is not closed it stays there but interaction with site (scrolling, clicking, etc.) is working normally.

Once it's closed it depends on the settings if it shows again on reload, loading different page, only on next session, etc.
